Executive Vice President - Public Sector Practice
Rebecca Contreras serves as Executive Vice President - Public Sector Practice for KnowledgeBank, Inc. (KB). Rebecca joined KB in April 2005 to play a lead role in establishing KB's Federal Consulting Practice, and currently serves as the general manager of the Practice, driving strategic and operational initiatives critical to KB’s rapid growth.
Rebecca has almost twenty years of experience in human capital management, and brings a wealth of knowledge and experience to the KB management team. Previously, Rebecca served for 15 years in federal and state government roles, and most recently served as the Deputy Assistant Secretary and Chief Human Capital Officer of the U.S. Department of Treasury. In this capacity, she served as the head of Corporate Human Resources for a workforce of approximately 130,000 employees. Her Office developed, implemented and evaluated human capital policies and programs in areas such as employment and staffing, executive resources, labor and employee relations, diversity and recruitment, workforce development, performance management, compensation and other human resources functions for the Department. She was the chief advisor to Treasury’s executive team on human capital management and Department wide initiatives. Rebecca led the charge for Department wide change, and developed and implemented the Treasury wide Human Capital Strategic Plan. She worked closely with Treasury Bureaus to assure engagement and buy in on Department-wide programs focused on key areas such as diversity, performance management and succession planning.
Rebecca also served on the board of the federal Chief Human Capital Officers Council (CHCO). Created by the Homeland Security Act of 2002, the Council is accountable for leading and directing cabinet agencies’ human resource management policies and programs. The Council advises cabinet secretaries and Congress on issues ranging from the modernization of human resource information systems to legislation affecting recruiting and compensation programs in the Federal Government.
Prior to joining the federal government, Rebecca served in state government in Texas, managing policy and operations and leading human resources for two key agencies in the state. Rebecca also served on the board of the United States Military Academy for a three year term and currently has active leadership roles serving on the boards of two nonprofit organizations, Ortra Onda and Launch Pad. Both organizations are focused on education and outreach to inner city youth.
